PCM will not communicate with BCM

Could i get your opinion on this problem?
Unplug radio, thief mode engaged change key and tumbler still In theft mode. relearning procedure. will not turn fuel injectors on. will not start.
this car has been in a auto shop that i am not familiar with. It is going on the third day, still has not figure it out, said PCM not communicating. Also, he ask for $500.00 up front for his labor. in your opinion does this sound right?

because you changed the key and tumbler it needs to be programmed to security any mechanic with a pro scanner can fix this, but that is only way it will start.

one othe thing if the pcm doesn't communicate then it may be a can/bus problem which you'll need a pro scanner to see where the problem lies it may be the wiring or a module bad.
