Installed a new PCM, and it does not start, why?

I installed a new PCM, and it doesn't want to start, it sounds like it's like it wants to start but doesn't.

When you installed the PCM was it programmed to the VIN number beforehand? Also, did you transfer the knock module? Here are the instructions on how to install a new PCM in the images below. Check out the diagrams (below). Let us know what happens and please upload pictures or videos of the problem.
