Passenger side taillight

Passenger side taillight stays bright (both elements are lit like the brake is on), driver rear taillight is fine. New socket and correct bulb. Switched the new socket to the drivers side and it works fine. Grounding issue?

Yes, that sounds like a bad ground on that side the power is using the other filament as a path to ground. The black/white wire is the ground, try grounding it to a clean metal area and see if the lights work correctly then. If it does then it is a simple matter to run a replacement ground (or just ground it to the metal behind the light).
The images are for the wide and narrow frame versions but the colors are the same for the ground.
