Passenger side rear wheel locked up

Changed emergency brake cables and brake shoes and wheel still locked up. Wondering if it has a anti slip rear end and if just one side of it can lock up if there's a problem with it ???? take the drum off if it still is locked up it's a problem inside rear end or a bearing frozen up. if not then either the parking brake lever isn't on right or you forgot to put the adjuster all the way back.
