Passenger side heat does not work?

Dual climate. The driver side has heat, and the passenger side heat does not work. Replaced the blend door actuator and nothing works. Once plugged in when moved to low and high heat you can see the actuator move so it’s working.

I would remove the actuator and work the blend door pivot by hand to see if you can hear the blend door moving inside the HVAC plenum. You may have an internal door issue. Please upload videos in your response of any problems so we can see what to help you with. The new actuator may be too weak to move the door when installed, can I ask if the replacement is OEM?
