Passenger door lock not working?

So my passenger door doesn’t lock. The driver side does and the power locks do work to the driver side when I press it but not on the passenger side. I do not know if it can be the lock cylinders, or the door lock actuator or any other component I’m missing in the system. I doubt it’s the lock cylinder because it turns freely when I put the key in but it doesn’t lock not even manually.
