My car will turn over, immediately stops. Leaving the key in the on position for some time removes the security light and it starts normally but will do this again shortly after. The panel needles do occasionally stop, shake, then resume functionality.

Welcome to 2CarPros The descriptions sounds like a typical cluster failure. The passcode data is stored in the cluster and the re-learn that you are doing allows it to operate until the cluster fails again. Replacing the cluster and having it programmed to the vehicle would repair the problem, or there are places that can repair the the original clusters as well, simply look online for a place close to you that does the repairs. That allows you to keep the original units and once the re-learn is completed as you already know that process it should not forget again.
