Parking brake pedal does not go down

My parking brake pedal stuck up and didn't go down, my cables are well.

If the cables are okay, then more than likely this issue is the lever system itself. A lot of times these get locked up and just don't move any more. The worst is when they get locked with the brake applied.

I attached a number of documents that illustrate this. What I would do is just remove the cable from the lever and try to operate it and see if it still does not drop. If not, then you need to replace it. If it does then there is a cable issue.
