I have recently over hauled parking brakes and adjusted the shoes but the pedal still goes to the floor as if the cable is too long. is there a cable adjustment? i have checked the cable nipples they seem good and are seated.

The shoes have to be adjusted so they just barely move to release, I usually will put the parking brake on about two clicks, then adjust them up tight. Release the pedal and see if they are released. If you adjust them up tight and the pedal still goes to the floor you may have a bad pedal assembly.
