Parking brake adjustment

Hi there,

I found my car's manual to adjust the parking brake. The handbrake was already six notches to be fully pulled, I loosen the adjusting nut to go and adjust it from the rear rotors, but I could not find any gear to turn for adjusting (there was a hole on the rotor that I should a screwdriver to adjust the gear, but there was no gear!)
Then I wanted to tighten the hand brake adjusting nut to put everything back to its previous condition, but I cannot reach fully six to seven notches, it is like eleven notches.
Is it like, the more I tighten the nut, the less the number of notches is?

there are two adjustments one on lever and one on each shoe. see pictures for proper adjustment.
