If you are replacing brake pads, the rotors should always be either resurfaced or replaced. They have a legal minimum thickness and cannot be machined below that spec so they have to be measured before deciding which way to go. The prices of new rotors have gotten so cheap recently, it's not worth machining them in most cases. They will distort much easier after they have been machined.
