The trouble codes P0581 and P0593 that you're seeing on your 2008 Dodge Caliber are indeed related to the cruise control system:

P0581: Cruise Control Multi-Function Input “A” Circuit High
P0593: Cruise Control Multi-Function Input “B” Circuit High

It could be the ignition system is back feeding into the PCM and causing these codes as a glitch. I would do a full tune up with ignition coils and then clear the codes to see what happens. Here are the instructions on how to do the job.

Install each spark plug to the cylinder head. Tighten spark plugs to 27 Nm (20 ft. Lbs.).

Check out the images (below). Please let us know what happens.

Can you tell if the problem is the engine or transmission? Also, has the car had a new or used PCM installed?

I don't think it's engine or transmission due to it actually shifting gears with no issues and that there are no codes for transmission or engine. The lightning bolt symbol pops up when it really struggling but doesn't stay illuminated. I bought the car as is don't know if it's a new PCM.

Are you sure the car does not have cruise control? Here is the location of the switch, also I noticed the TIPM runs the cruise control and the engine management systems as well. Let's run a CAN scan to see if there are any codes. You can get a CAN scanner (Controller Area Network) which will work on most cars from Amazon.

Here is a video to show you how:

Here is the location of the switch and how to replace the TIPM in case a code comes up for it, it is easy to replace because it self learns. Check out the images (below). Please let us know what happens.

Positive car doesn't have cruise control, no power locks, no power windows first car I ever owned like this there isn't a stalk for cruise control. Even removed center steering everything looked stock. There is only two codes p0581 and p0593 I got a throttle body today I'll try that over the weekend to see if that helps the thunder bolt light go away.
