Hi and welcome to 2CarPros. Just to jump in, the first thing you need to do is have the software on the engine control module updated. Most of the time a simple software update should take care of the issue. If you have the latest and greatest then check the purge valve for a sticking plunger. If the purge valve is good then you need to smoke the evap system for leaks. If no leaks then the leak detection pump is bad.
While working at Volvo, the purge valve was seldom the problem. Software was #2 fault and #1 culprit was the leak detection pump even though Volvo at times would say it wasn't. Unfortunately the purge valve is located under the intake manifold. You can access it without removing the manifold but you need to be Mr. Fantastic from Fantastic 4 to reach it but is possible. The hard part is squeezing the tabs on the evap hose to disconnect. Once you disconnect the hose, unplug the electrical connector. Once unplugged, start the vehicle and place your finger over the fitting on the purge valve to feel for a vacuum. If there is a small amount of vacuum the purge valve is leaking. If not replace the leak detection pump.
Now the leak detection pump is even more difficult to get to. Pretty much the exhaust system needs to come down. It is in back of the vehicle next to the fuel tank. Wish I had a clearer picture and if I was still at Volvo I take my own pictures. The images below pretty much show what the components look like.
