p0411 will not go away

I have changed the secondary air pump as the code says and I still get the same message. I have checked all around for leaks and cannot find any. The hoses are new and the car drives perfect. I erase the check engine light but it comes back on after a day or so. Thanks in advance.

See the pictures for things to check. It should be 9-18 volts on tests
