Code P0122?

I keep getting a P0122. I have changed the TPS several times. I have a solid 5v on the harness but can't seem to get a variation of voltage when I turn the throttle. Needing help figuring out what is going on.

Code P0122 is Throttle Pedal Position Sensor/Switch (TPS) A Circuit Low Input. so, we need to check the connection between the TPS and the PCM. here is a guide to help and the wiring diagrams so you can do the test if the wiring is okay you will need to replace the PCM:
