OBD-II trouble code: HO2S heater control circuit low (bank 2 sensor 1)

I have changed the sensor, checked the fuse and wiring. What would my next step be?

Unfortunately that leaves wiring or the ECM. I attached the testing that we need to do that will prove out wiring or you can just replace the ECM. However, I have known many people that waste their money on an ECM because it didn't fix it. So if you don't want to do this testing or are not able to, I think it is worth investing to have someone check it out rather then just taking a shot at the ECM.
