Codes P0430 and P0141, Oxygen Sensors?

Both of those codes are converter related but they are on both sides of the engine. The P0430 code is low efficiency converter on bank 2 while the P0141 is a heater circuit code for the downstream sensor on bank one. The P0430 code is saying that the converter is worn out and should be replaced, however what were the codes you were getting before you changed the downstream sensors before you do that?
The P0141 could be a bad heater in the replacement sensor, or it could be that the plug where the sensor connects is corroded or the wires failed farther up. As you don't have a code for the opposite sensor and the engine runs it can't be the fuse or the relay for it as those power other systems that are working. As such you can use a test light to verify the control side and the power side at the connector. Connect the test light to ground and probe the pink wire with black stripe with the key on. It should have power. Next connect the test light to power and probe the gray wire with white stripe. That is the control side of the heater, you can use a scan tool to toggle it on and off. If the test light works, it is okay.
That would point to the connection, or the new sensor is bad.

The codes before I changed was just the 1 po141. So, he changed the downstream and now I have the p0430 and p014.

So, would you recommend changing the top o2 sensors or the whole converter?

Okay, then the P0141 is likely in the wiring as it is still there. That would need testing to see if the wiring is the problem. Then for the P0430, it could be that the new sensor is showing the cat is going bad, but if you still have the old one from that side you might want to put it back in and see if the code goes away. It wouldn't be the first time I saw a bad sensor out of the box. Then do the testing and see if you can clear the P0141. If you can watch the live data from the O2 sensor it might show if the cat is really the problem.
