Overheats on freeway

Car slowly overheats while on highway. Both cooling fans work, but not on high speed. Both fan winding's show a short between the yellow and green wires. I thought these were to be separate winding's.

If it is overheating at highway speed, this has nothing to do with the fans. Confirm the radiator isn't blocked with dirt and debris. Next, I need to know if there is any coolant loss. This could be related to a head gasket issue.
