Overheating and low coolant light on

Hello,
I have a 1998 Monte Carlo Z34 3.8 egine and it overheats after I drive for about 20mins and when I turn the heat on there is no heat only cold air. I have noticed that the radiator fans are not working also. When the car starts to over heat it smells like plasic burning. What could this be because I know I have to let the car sit for about thirty minutes before I can get going again. When I put coolant in the thing that let's you know where the temp is never move again but the car starts smoking please help because I have no clue what it might be and I am not trying to get ripped off by a mechanic.

I'D SAY THE INOPERATIVE COOLING FANS WOULD BE A GOOD STARTING POINT

THIS COULD BE A SIMPLE FUSE OR RELAY

WITH YOUR CAR IN THIS CONDITION...............CONTINUING TO OPERATE IT WAS NOT A GOOD DECISION, YOU MAY HAVE CAUSED EVEN MORE SEVERE DAMAGE.....LIKE DAMAGE TO THE HEAD(S) OR OTHER STUFF

A SIMPLE $12 RELAY MAY HAVE TURNED INTO A $2000 REPAIR.........I'M JUST SLINGING OUT POSSIBILITIES

STOP DRIVING IT!.......GET IT PROPERLY CHECKED OUT!
