This could be a few things. First, if it only happens when you are in stop and go traffic, it could be the cooling fan isn't working. Also, it could be the radiator is partially plugged and needs to be flushed. Or, it could be even a head gasket issue.
Here is what I suggest, if it is only happening when in stop and go traffic, pay attention to see if you can hear the cooling fan operating.
If the fan is working, check to make sure the radiator is clean inside and not corroded. Here is a link that shows how to flush a radiator:

If the radiator is clean or if you have already flushed it, follow the next link to determine if it could be related to a bad head gasket.
