I was driving on interstate, and it started overheating?

A little over a week ago I was driving on interstate, and it started overheating. I pulled over and shut it off. I went to start it again and it wouldn't turn over. Eventually I was able to get it jumpstarted but every time I slowed down it would shut off. I replaced the battery and now it starts and runs but still overheats. I just noticed that the radiator fans are not coming on. Also, the A/C has never worked, and the heat worked until about a month ago. Not sure if that matters at all.

Yep, it sounds like you have a blown head gasket, but to be sure this test can confirm the issue. A blown head gasket will cause the heater and radiator fans not to work. Please go over this guide to see for sure:
