Car running hot not losing any water. After just about getting to hot mark it will cool down some while idle. I do not hear fans kicking on.

You've already identified the problem if you don't hear the radiator fan turning on. The best suspect is a tight fan motor and a blown fuse. Beyond that, you'll need to list the engine size, and be able to take some voltage readings for me to analyze. You can also unplug the two-wire coolant temperature sensor while the ignition switch is in the "run" position. That should cause the fan relay to turn on.
