cooling fans wont turn on?

The fans wont come on and it is over heating. it has new water pump, no thermostat and kills battery when it is hot. I cannot figure out what is going on. it is leaking by the EC valve.

have coolant system pressure checked for leaks you may have a leak from your work. also check resistance of coolant switch. since you did not give engine size we cannot give you the location and resistance of switch/sensor.
