Overheating

1995 TOYOTA COROLLA
130,000 MILES • 1.8L • 4 CYL • 2WD • AUTOMATIC

My car listed above the temperature gauge the needle rises to the top but the radiator is full on antifreeze the over flow tank isn't low either. could it be the thermostat?
