Over fuel consumption

Actually my vehicle model is the Noah equipped with 1AZ engine same to RAV4. Its fuel consumption ratio seems to be too high, about an average of 7km/l. Is this okay?

Do general tune first and a compression test, check for spark plugs with excessive gaps, high fuel pressure, faulty O2 sensors, ( check live data read). also, check any codes. not all codes will set a check light, start here and report back.
