Outer tie rod ends replacement

I just bought this car. I'm changing the outer tie rod ends for both sides. I counted the threads and the driver side came to 21 and the passenger side was 6. The reason I was doing it is because I have to replace the steering rack so I figured I'd do those too. Thank you for your time.

The difference could be from anything, like the steering wheel was installed one spline off or the rack is offset or other things. However if the steering wheel was straight and it drove okay I would just get the alignment done and see what you have then and see if anything needed to be changed after it's together.
