Swings but will not idle

First, this vehicle isn't offered in the US, so my technical information is very limited. However, I will try my best to help.
When there is an idle issue, most times it is related to either an engine vacuum leak or a problem with the idle speed control valve.
Here is what I suggest, since the vehicle runs okay other than an idle problem, start by checking for an engine vacuum leak. Here is a link that explains how to locate and repair a vacuum leak:

If there are no leaks, it may be related to the idle speed control motor. Here are two links. The first explains how to service it and the second shows in general how to replace one.
