One fan comes on with higher amp rating fuse

Okay here is the background; I hooked my scan tool up to a friend of mines car, the problem was the fans were not coming on even with the air conditioner on. I was able to toggle them on with my scan tool all fuses and relays were good after a while he had a guy hot wire one of the fans and it come on. The driver side fan is still off, but one odd thing is the driver side fan will come on if it has a higher amperage fuse it keeps blowing the regular on for that circuit.

Hello,

It sounds like the fan that works with a higher fuse is bad, this fan pulls too much amperage which is inhibiting the operation of the computer trigger, that why it works with a manual command, but not the natural monitored computer command. I would replace both fans and the relays to see how it goes,

Here is a wiring diagram to help with the repair.
