Onboard diagnostics plug not connecting to tool?

So, I have a friend that came by today with his vehicle listed above his OBD Plug isn't not connecting to my scan tool, same thing happened at the parts store as well.
What's the best way to troubleshoot the plug to find the issue to recover the trouble codes he needs. Any and all advice or suggestions will be greatly appreciated. I can provide Pictures and or more vehicle info if need be. Thank you guys.

Hi,

First, I attached a pic below of the DLC. First, check to make sure there is battery voltage to pin 16. That should be present at all times.

If there is power, then check for continuity to ground at pins 4 and 5.

If you find there is no power to pin 16, check fuse 13 in the under-hood fuse box. That is what powers the scan tool. (See pic 2 below)
