We have an issue with overheating on this vehicle. We have flushed the radiator and refilled it with new antifreeze, we have changed the thermostat, and refilled with new antifreeze and the engine still runs hot and steams.

There is at times, moisture on the plastic cowling that covers the radiator and fan. The fan seems to be working with the AC but we do not notice that it comes on with the heater. Short of replacing the radiator, is there any other issues that we should look at first?

At this point, a new radiator would be your best case scenario. There is a very good chance that you have developed a blown head gasket from the repeated overheating.

I would pressure test the cooling system first to eliminate any external leaks.
