The water temp. gauge will suddenly and quickly move to the hot side and then after a few seconds it will quickly move back to the cool side and stay for a while and then repeat. I believe it is the thermostat, it is not loosing coolent or overheating, in fact it takes quite awhile to get heat from the heater

Usually sudden spikes are a sticky thermostat.I would start there.If the level is full then that would be the place to begin, water pumps dont work then stop working
