1999 Oldsmobile Silhouette Power Steering Not Working

The vehicle was driven about 250 miles yesterday with no issue, but today it turns on fine, gas level is low (light is on), but suddenly power steering isn't working, it's very hard to turn the wheel. Checked power steering fluid - it was up to the cold level, and checked the belt. I did not see any problems with the belt. what else could this be?

It may have a stuck poppit valve in the pump or a bad rack and pinion, to verify the pump is good, you will need a pressure gauge to install to verify pressure from pump to rack unit.
