Sepatine Belt/pulleys 1990 Olds 88 Royale

Was at stop light and i noticed smoke coming from under the hood. I pulled over and lifted the hood and the lower pulley was red hot and smoking. BIG TIME. The belt spins it. Just wondering what this is and how to repair this

I don't mean to be funny but let me get my crystal ball,,,ok I have it...nope still don't know what kind of car year or engine size, If the a/c compressor is lower than the crankshaft, the bearing siezed, if the cank's on the bottom, it's the harmonic balance...
