No power to ALDL when OBD scanner connected

? Does the ALDL have a fuse? My 97 olds achieva sc with 137,000 miles has check engine lite on and no power the assembly line data link so I can't get the codes. Please help

The obdII systems became fully came online in 1995 and usually do have a fuse althiught it may be under the hood. In some cases(rare) I found as an autoparts guy, that the wiring wasn't connected though.
