floating gas gauge 2000 Olds Silhouette

My 2000 Olds Silhouette's (130,000mi) gas gauge has started to float up and down when it reaches a quarter of tank seems to work fine until that point . what could cause this and will I be able to make repairs

It may be a ground issue, it may be a problem with the sending unit located in the fuel tank. Less likely but possible is a gauge problem.
Do you have the capability of dropping the tank?
