89 cutlass ciera cooling fan don't work

89 cutlass ciera 139000 v6 the cooling fan won't turn on. the fluid in the resivoir was boiling when i sat in traffic. a couple of days later i ran the car for a little bit with the air on and the fan by the radiator nevered started to spin. the upper radiator hose never got hot either. any ideas what the problem could be would be helpful and a way to check to see if that is the problem. thanks

three things 1 it probably is the fan motor considering age and mileage. also you might have the wrong coolant mixture in the vehicle.. and third it might be a failing CTS or coolant temperature sensor.

Is the Service Engine Soon (SES) light on?
