1999 Oldsmobile Intrigue Windsheild wipers

It snowed today and I went out to getinto my car . I scrapped off most of the wet snow , and then turned on my wipers. Only the driver side moved. There was some wet snow left on the right side, and I got it off. It started moving but only half way . Now it just twitches and wont move at all. Do you think its my motor or just the wiper arm?

Remove the wiper arm and check to see if it is stripped where it attaches to the post. Let me know what you find.
