1998 Oldsmobile Intrigue seat belt won't release

The left rear seat belt is stuck in the retracted position. I think I remember somewhere about sticking a paperclip or something into a hole somewhere to release it. Also the front seatbelts sometimes don't retract as they should and have to be helped a little to finish the job.

If the inertia locks are malfunctioning, the seat belts should be replaced, they pose a risk to whoever is using them if the vehicle is in an accident if they arent working properly.
