1984 Oldsmobile Delta 88 V8 Two Wheel Drive Automatic

it turn over but wont crank, it wont respond to the igintion but we hot wired the starter to crank it

No crank at all/nothing/nada:

Could be the starter, starter relay, park and neutral switch and ignition switch assuming the battery and connections are good.
