I RECENTLY NOTICED THAT MY DRIVERS SIDE FRONT WHEEL IS OFF BALANCE IT LOOKS LIKE IT IS ACTUALLY PUSHED BACK THEREFORE WHEN I TURN CORNERS THE TIRE RUBS AGAINST THE WHEEL GUard(?) WHAT COULD THIS BE?

Have the wheel bearing / hub assembly checked.
