1995 Oldsmobile Cutlass Starter not turning after ignition

1995 Oldsmobile Cutlass 6 cyl Front Wheel Drive Automatic

We had to have a new ignition key made for a 1995 Oldsmobile Cutlass Supreme, 3.1LS.
The new key (chipped) is working, ignition and accessories come on. But the starter will not turn on. Slight clicking noise from a relay (not starter?)

The car had an alarm that had to be removed by the locksmith. Wires sort of re-connected after removal of alarm.

It appears that no voltage is applied to the starter relay.
Is it an ECM security feature? How to fix it?
Any fuses? And where are they located?
There is a small fuse box on the driver side next to the water container for wipers, close to battery. One red cable from the battery goes to the fuse box and a second cable runs the opposite direction towards the passenger side of the car.

Any help is appreciated.

welcome to the forum, If it has been rewired, I can't track? The theft relay shows to be under right side of dash, if that is what you hear? Yellow wire carries voltage to load side of relay, when relay is energized the purple wire carries voltage to the starter solenoid.
