I've replaced the horn relay and horn fuse of my Cutlass and the horn still doesn't work. Any ideas what to do next?

I'm not sure if I'm getting power to the horn. When I press the horn I hear a slight clicking sound.

IT sounds like the relay. Using a test light, check to see if power is making it to the horn.
Let me know what you find.
