1994 Oldsmobile Cutlass Temperature variations

My temperature varies according to the guage. I've replaced the thermostat, water pump, and flushed the system with a chemical flush. The temperature seems to go down with the increase of RPM's, and increase when I am idoling. The fans kick on after a few minutes. Any other ideas?

Still may want to have the radiator power flushed, sounds like a flow problem, a partially plugged radiator can do exactly what you describe
