suspension shock weld is broken at top mount

If the weld that holds the shock to the frame fails and the top of the shock with the bolt attached can be seen in the wheel well, is it going to be an easy weld or is it going to cost a lot of money at the shop?

I recommend having it professionally repaired. It is a critical part and if it breaks, it could cause an accident.
