1993 Oldsmobile Cutlass Seat belts

I have just purchased a 1993 Cutlass Supreme. The seat belt for the driver side is stuck in the full out position. IS there any way to unlock it from this position or is it something a dealer or repair place has to do ?

If it is stuck out, chances are it is broken and will need replaced.
