Welcome to the forum, which cutlass? The horns should be under the hood, front, right and left side. Horn relay, underhood, driver side, electrical center. The problem is usually the wiring circuits in steering column. The horn button is a ground for the horn relay. If you work around the steering column, disarm airbag where applicable. The info I looked at was a cutlass supreme. Also, check horn fuse-- 15 amp, not only check fuse, use a testlite, see if the fuse circuit is hot?
