1995 Oldsmobile Ciera steering column is locked - key won't

I have tried moving the steering wheel back and forth and sure it is in park. Have installed new battery also. Lock cylinder simply won't move to start car. The car belongs to an elderly lady who no longer drives and I only want to get it to the garage for the winter. The car is like new with few miles and hate to see it rot outside without being run some. Appreciate any help....

It sounds like the tumbler has gone bad . To replace it, you need to remove the steering wheel.
