1994 Oldsmobile Ciera noise when turning the wheel

There is a noise when turning the wheel either left or right, moving or stationary. There is no rubbing of the tire when wheel is turned
Is this an issue with the power steering fluid? My son overfilled his radiator fluid and I wondered if the sound was from that?

check your power steering fluid to see if it is low.
