1994 Oldsmobile Ciera No Heat

No heat inside car. Changed thermostat. Car not overheating (water pump good?) Set temp at 90
little or no heat from vent.

Heater core could be plugged, blend door malfunction, or heater valve broke.

Check heater core hoses, if one is hot and one is cold, then heater core is plugged.

Watch heater valve when moving selector from hot to cold, cable could be loose/broke.

Check blend door by moving selector from vent to floor, if no change then blend door is not moving/stuck.

Temp adj. Is elctronic not mechanical. No valve visable. Blend door ok. Both hoses warm to core.

Hoses to core should be hot, when engine is at temp.
If scan tool is available, check the ECM temp, if normal, then I would recheck coolant level, if OK then you may have a restriction in cooling system.
Drain and flush cooling system, make sure the heater is set to high heat.

I doubt it is waterpump, especially since it is not overheating.

Other possibilites are that the thermostat is bad (even though it is new).
