Air barely comes out of the vents even on high when set on a/c or fresh. When it is set on defrost or heat the air flow is fine by the windshield or the floor. What is the problem?

THere are vent doors that direct air flow. They are actuated by vacuum. You could simply have a vacuum leak under the dash, or one of the vents is partially stuck. When it doesn't come out the vents strong, is some of it going to the defroster or heater areas?
